It may have been some time since you studied for your driver's test, so the Glassport Police Department would like to refresh your memory on what to do during different scenarios involving traffic lights and emergencies. When a traffic light is flashing red you MUST stop. Red on any type of traffic control device means stop. Yellow means caution, if the traffic light is flashing yellow, you slow down and proceed with caution. If there are absolutely no lights working on the traffic light, then you are to treat it as a four way stop.
It is concerning how many people do not know that and go straight through intersections. With that being said, ALWAYS make sure no one is going through the intersection, even if it is your turn.
Also, there is construction taking place everywhere and emergency services assisting with the storm damage. If you see flashing lights on a vehicle, of any kind, you MUST SLOW DOWN AND MOVE OVER. No one needs to get hurt, so be patient, drive slow and give yourself enough time to get wherever you're going at a safe speed with expected delays. Always be safe!
